The regular monthly meeting of the Village Board of Colfax was called to order on Tuesday, September 7, 2009 at 7:00 by Mayor Ricardo Onken.

Trustees present were:

Donna Poppe - Aye

David Rathke - Aye

Lonnie Meiner - Aye

Rick Wagoner - Aye



Bruce Green and Carol Stephenson were absent.

Also present were Village Attorney Tom Shields; Village Treasurer Linda Hanson; Police Chief Michael Scott; and Superintendent of Public Works Damon Getty.

Trustee Donna Poppe made a motion to dispense with the reading of the minutes and approve as presented. Trustee David Rathke seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Absent; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurer�s Report for August, 2009.

Beginning Balance as of 08/01/09 $82,336.84

Ending Balance as of 08/31/09 $83,431.82

Increase for August $ 1,094.98

Trustee Lonnie Meiner made a motion to pay the bills as presented. Trustee Donna Poppe seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Absent; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Trustee Donna Poppe, Chairman of the Finance and Audit Committee, reported no committee meeting this month. Nothing more paid on the loan at the bank.



Trustee Bruce Green was absent for the Police and Liquor Committee report but Mike Scott gave the report of activities of the Police Department for the month of August.

Mike also reported that the Nixle program has been activated. There was an article in the Ridgeview Review last week and it is to be in again this week. Mike reported sending one alert out regarding the water situation.

Mike stated there were two (2) Nuisance Abatement issue letters sent out to the following addresses:

106 East Fifer Street

102 South Grove Street

Mike reported that he inspected 106 East Fifer Street and took pictures. The property is owned by Frank Wade. Mike sent a registered letter along with copies of the pictures to Mr. Wade. Mr. Wade contacted Mike and agreed that it needed to be torn down. Mike reported that he knows that there have been two bids for tearing the house down sent to Mr. Wade. Damon Getty stated he received calls regarding disconnecting the gas line and power and water from the house. Jim Beitz and Tom Ales have both sent quotes.

Mike also reported on 102 South Grove Street in regard to their porch or lack thereof. Mike stated that they were only using ramps and that for anyone having to respond there whether health care workers, police, fire, etc.

Trustee David Rathke asked if there is anyway that we can find out how many have signed up to Nixle yet. Mike stated that we can email them and they will tell us how many have signed on. Dave stated it didn�t seem that clear.

Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, reported that there are problems with Well #4. Lonnie also reported that the Village had to make a public notice regarding high lead content in the water. Lonnie reported that Ed Duran was to be here regarding grant applications from AmerenIP. Ed was to bring it tonight.



Damon reported about the new law for Lead and Copper Rule have to start a public education program. Have to make it public knowledge. This is nothing new it is just making the public aware.

Lonnie asked Damon what he is going to do. Damon reported Ric Onken and himself had a meeting with Troy and that the new plan of action it to go to a maintenance dose on the RE-OX. Have lowered it as low as we can go and increase the Phosphorous to coat the mains. Troy thinks the RE-OX may have been to aggressive and working against the phosphorous.

Damon reported that the lead is not coming out of the water plant. Lead is coming from the Main and indoor plumbing.

Damon reported that going to go through a private lab and have it tested before he sends samples into EPA. Damon wants to do testing in different areas of town. House has to be over twenty (20) years old to test from.

Damon stated that the water meters are in and will be delivered tomorrow. Damon stated need to change the ordinance for the price of the meters if someone wants to buy one. The old cost was $100.00; the new meters cost $230.00.

Damon reported on the Streets and Lights Committee. Damon reported that they have hauled all of their salt. It is full and still have a 100 ton sitting at the McLean County Highway prepaid.

Ric explained we haven�t had a working session for quite awhile. Damon reported that within 45 days system will be operational.

Ric reported meeting with Troy at Water Solutions to discuss the water situation. During the discussion Troy stated that they have an engineer looking for someplace that has high ammonia. After talking to him he sounded like he was going to do this on his own. Ric stated that they thought he was doing this on his own but it�s not. Want to know what we can do to our water to help improve it but going to talk with Illinois Rural Water.



Ric is going to have meeting with Ed Duran and a geological person that knows the land regarding the wells. It sounds like they didn�t go deep enough. Water is just a continuing problem.

Ric announced that the Village of Colfax has earned the IMRL Safety Award for 2008-09.

Dennis Farney talked to Village Clerk Nancy Kiper regarding the closing of South Center Street during harvest.

Trustee Lonnie Meiner made a motion to close South Center Street from south of the railroad tracks to Fifer Street as needed during harvest. Trustee Rick Wagoner seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Absent; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Ric Onken stated that he spoke with Dan Kerber regarding the Laundrymat and they are going to try to reopen. They are requesting two parking places marked for laundrymat use only. Village Attorney Tom Shields stated that the road is a public right of way and cannot designate parking places for one certain business. Could designate a time zone for a certain area.

Ric Onken reported that Daryl Tolan found a broken tile in his yard and goes to the ditch. This tile also runs north past Rathke and between houses. He has it cleared out to the ditch but notices the tile running north. Would like to get someone to put a camera in there and is probably causing the water in the basement problems in the houses along there.

Trustee Rick Wagoner made a motion to adjourn. Trustee David Rathke seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Absent; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
