The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, May 2, 2016 at 7:00 p.m. by Mayor Ricardo Onken.

Trustee Jason Pierce, Chairman of the Finance and Audit Committee, had nothing to report at this time.
Trustee David Rathke, Chairman of the Police and Liquor Committee, reported that the Activity Report for the month of April, 2016 for the Colfax Police Department is in your folders.
Dave reported there is also an Activity Report for the Fiscal Year 2015-16.
Trustee Jason Pierce reported that what Mike Scott submitted for the Police Department evaluations was an excellent job.
Village Clerk Nancy Kiper reported all liquor licenses have been renewed. Colfax Lanes did not renew their license this year.
Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, reported that evaluations have been done. Lonnie stated that since Josh is on board Brian is working more toward the supervisory part of the job. Lonnie stated the Committee is very satisfied with everything.
Lonnie reported that the warning light is installed and functional out at Sunset Drive.
Trustee Rick Vance, Chairman of the Streets and Lights Committee, reported looking at the alley north of Main Street behind the Legion and Bar. Going to get the alley graded out and then gravel.
Village MFT Engineer Paul Brown was here to discuss and present the 2016-17 Motor Fuel Tax Resolution. Paul explained that the Village should be using the Motor Fuel Tax money for streets not for repaying the General Fund for equipment rental so that way more street work can get done. Paul suggested getting Ace in the Hole for crack sealing – can do a good days work of sealing for around $3,000. Paul suggested Eppels for pavement patching. The Village should be able to around $5,000 which would be around 1100 square feet of pavement patching and around 1500 square feet for seal and chipping. It is $3,800 for up to 1000 square yards and $35.00 per sq yard after that. Need to add some for rock and concrete. Make the resolution for $21,000 – it is better put everything down even if you don’t use it so that you don’t have to amend it later. Paul stated that you do not have to bid let because of the low prices. The Village receives between $25,000 and $30,000 a year for MFT allotments.

Next on the agenda was the residing of the Maintenance Shed. Brian stated that there are stress cracks in the roof and the bid that was given from Gail Ritchie for just the roof was over $5,000 and he stated he can reside the whole shed for $5,000.

Public Works Brian Hereford explained the plans to help the erosion and drainage issue at the Petal Pusher. Brian explained there is a quote in your folders from Windle Concrete. Brian stated it would be $10,000 to do the head wall. TABLE
Public Works Brian Hereford explained the results of the Illinois EPA inspection when they came to inspect the water plant. Brian stated that there was already a permit for the bypass but it was never installed. The EPA now says that the Village has to apply for a new permit. To draw up plans and get a permit would cost around $5,000. TABLE – find out how long permit it good for.
Brian explained to the Board that he received the quote from Lee Farms to demolish the buildings on Main Streets. It would be $90,000 for the old hardware store/Fincham building. The cost would be another $15,000/$20,000 for the old Ben Franklin building. $125,000 for all. Brian stated that they have to bring an inspector into check for asbestos in the old Ben Franklin building. TABLE – see what results of inspection
Trustee Jason Pierce stated that just because money is there can move money around. Jason stated that we need to prioritize these items. Mayor Ricardo Onken stated to label the projects A; B; and C.
