           The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, April 4, 2016 at 7:00 p.m. by Mayor Ricardo Onken.


          Trustees present were:


                   Rick Vance                   -        Aye

                   Carol Stephenson       -        Aye


                   Lonnie Meiner              -        Aye


                   Kelly Gradert                -        Aye


          David Rathke was absent.


          Also present was Village Attorney Tom Shields; Village Treasurer Linda Hanson; Police Chief Michael Scott and Public Works Brian Hereford.


          Trustee Jason Pierce made a motion to dispense with the reading of the minutes and approve as presented.  Trustee Rick Vance seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.


          Village Treasurer Linda Hanson gave the Treasurer’s Report for the month of March, 2016.


          Beginning Balance as of March 1, 2016                  $253,399.50


          Ending Balance as of March 31, 2016                     $275,044.05


                   Increase for month of March, 2016               $  21,644.55


          Trustee Lonnie Meiner made a motion to pay the bills as presented.  Trustee Kelly Gradert seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.


          Trustee Jason Pierce, Chairman of the Finance and Audit Committee, reported on the Finance Committee meeting held at 6:30 p.m. prior to regular board meeting.  Everything will be addressed last in the meeting.


          Chairman of the Police and Liquor Committee, David Rathke was absent but Police Chief Michael Scott reported that the Activity Report for the month of March, 2016 for the Colfax Police Department is in your folders.


          Mike reported that the “Flood Warning Signs” came in for Center Street.


          Mike reported that he sent a letter to Todd Clark regarding his building uptown to allow us access to the building.  Mike reported receiving a letter back from Attorney Jack Veiley about the property.  Mike stated that according to the letter Mr. Clark is ready to do a quit claim deed to the Village. 


          Village Attorney Tom Shield reported that the Janson group is the last tax payer on the building.  Tom stated that the next step is to have title work done.


          Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, had Brian Hereford report on some issues.


          Brian stated that Illinois Rural Water Association ran the camera in the sewer lines today.  There were 3400 ft and stated everything looks good. 


          Brian reported that the other day when it rained there was 330,000 gallons pumped at the sewer plant and normally is 220,000 gallons.


          Brian reported that he has the alarm and light for Sunset Drive and is going to try and get that installed this week.


          Trustee Rick Vance, Chairman of the Streets and Lights Committee, had Brian report on some of the streets that need work this summer. 


          Brian reported that Main Street and the alley behind the bar and post office need to be fixed.  Brian stated he spoke with the county about “slag” coating for Main Street.  Brian said the alley along the side of the Maintenance Shed from Harrison Street to the ball diamond need a new base under it and then graveled.  Trustee Rick Vance will look at these issues with Brian. – TABLE UNTIL NEXT MONTH


          The first item under new business was regarding a new truck for the Public Works Department.  Brian Hereford explained that it was a state bid truck.  The truck he is looking at is a Ford F350 with a dump box and plow for $45,000.  Trustee Jason Pierce said he spoke with some people and they have found local dealers that have beat the state bid amount.  Table - Jason reported that the Village could have a lot of expenditures and some high dollar issues coming up.


          The next item Dan Winters from Republic Services presented a new contract for Garbage/Recycle Service.  It was the concensus of the Board that everything is running smoothly with the recycling program.


          Trustee Kelly Gradert made a motion to approve the new five year contract with Republic Services for garbage and recycling services.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert - Aye; Motion carried.


          Trustee Rick Vance made a motion to approve the rezoning request from Casey’s General Store for the property at 101 S Brook Street from residential to commercial.  Trustee Lonnie Meiner seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.


          Trustee Jason Pierce discussed whether the Board should do an across the Board adjustment or just hold steady.  Jason reported that have discussed about some high dollar issues coming up.  


          Trustee Jason Pierce made a motion to approve the 2016-17 Budget Appropriation Ordinance for $696,309.00.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.


          Village Attorney Tom Shields explained the new Ordinance for Mediacom which needs passed.


          Trustee Lonnie Meiner made a motion to approve Ordinance #2016-1 as drafted.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.


          Brian Hereford explained that there are stress cracks in the Maintenance Shed.  Brian explained that he can redo the whole shed including roof with new metal for $4,000.  Ritchie Paints wanted more than that just to do the roof.


          Trustee Lonnie Meiner reported that the person who owns the farmland by the salt shed is stated that the water runoff from the salt shed is hurting his field.  Brian stated he was up there when it rained and it is not coming from the shed it is coming from outside the shed on the ground where he loads the truck. 


          Greg Neuhaus was here to give the Board an update on the Soap Box Derby to be held on Main Street on Saturday, April 16th.  Greg stated there are around 45 kids registered. 


          Brian stated that August Langhoff got ahold of him and he says the tree in front of his house is dead and hollow – part of it fell during that last storm.  Brian will look at it. 


          Trustee Rick Vance made a motion to adjourn.  Trustee Lonnie Meiner seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried,.
