AN ORDINANCE AMENDING ORDINANCE NO. 2006-3
AN ORDINANCE BANNING THE BURNING OF LANDSCAPE WASTE
WITHIN THE VILLAGE OF COLFAX
WHEREAS the President and the Board of Trustees of the Village of Colfax have reconsidered the total banning of the burning of landscape waste within the Village of Coifax as set forth In Ordinance No. 2006-3 and have determined that a reduction in the burning of landscape waste within the Village of Colfax by limiting the days and times for such burning is in the best interests of the Village of Colfax and will still be of benefit In promoting the health and safety of Its citizens; and
WHEREAS, the President and the Board of Trustees of the Village of Colfax have determined that regulated burning of landscape waste Is by residents of the Village of Colfax should be allowed only between the hours of 8:00 A.M. and 12:00 Noon on the first and 3 Saturdays of each month and that Ordinance No. 2006-3 as passed, approved and published on January 3, 2006 should be amended to exempt such restricted burning of landscape waste; and
WHEREAS, the President and the Board of Trustees of the Village of Coifax have determined that It is a matter of urgency that this ordinance be made effective immediately for the health and safety of its citizens.
Be It Ordained by the President and the Board of Trustees of the Village of Colfax, McLean County, Illinois as follows:
Section 1: Amendment of Section 3 of Ordinance 2006-3. That Section 3 of Ordinance No. 2006-3 (An Ordinance Banning the Burning of Landscape Waste) is hereby amended by adding the following provision thereto:
"e.�Burning by residents on the first and third Saturdays of each month between the hours of 8:00A.M. and 12:00 Noon The terms and provisions of this Ordinance shall not apply to any burning of landscape waste on the first and third Saturdays of each month between the hours of 8:00 A.M. and 12:00 Noon provided that such burning is otherwise in accordance with Ordinance No. 2006-3, as amended and is also in accordance with all other local, county, and state regulations, ordinances and laws."
Section 2. Full Force and Effect of Ordinance No. 2006-3 Except as amended by Section 1 above, Ordinance No. 2006-3 as passed, approved and published on January 3, 2006 shall remain in full force and effect.
Section 3. Severability If any provision of this Ordinance, or the application of any provision of this Ordinance, is held unconstitutional or otherwise invalid, such occurrence shall not affect other provisions of this Ordinance, or their application, that can be given effect without the unconstitutional or invalid provision or Its application. Each unconstitutional or invalid provision, or application of such provision, is severable, unless otherwise provided by this Ordinance.
SECTION 4. Effective Date That this Ordinance, due to urgency, shall be in full force and effect from and after Its passage and approval, in booklet (pamphlet) form, according to the laws of the State of Illinois.

AN ORDINANCE RESCINDING AND REPLACING SECTION 12.071 (GARBAGE PICKUP FEES) OF CHAPTER 12 OF THE MUNICIPAL CODE
OF THE VILLAGE OF COLFAX McLEAN COUNTY, ILLINOIS
WHEREAS, the President and the Board of Trustees of the Village of Colfax have reviewed Section 12.071, GARBAGE PICKUP FEES, of Chapter 12 of the Municipal Code of the Village of Colfax, McLean County, Illinois which sets forth garbage pickup fees for residences within the Village of Colfax, and that said Section 12.071 should be, therefore, rescinded and replaced with a revised Section 12.O71 as follows:
"12.071 GARBAGE PICKUP FEES. For each residence, apartment unit, or mobile home unit located within the corporate limits of the Village of Colf�x and for each residence, apartment unit, or mobile home unit located outside the corporate limits of the Village of Colfax which is sewed by and billed for Village water services, the garbage pickup fees shall be $9.91 per month for one garbage pickup per week and $9.91 per month for each additional pickup per week; and
BE IT ORDAINED BY THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF Colfax, ILLINOIS:
SECTION 1. That Section 12.071 of Chapter 12 of the Municipal Code of the Village of Colfax, McLean County Illinois be rescinded in its entirety and that a new Section 12.071 be added to Chapter 12 of the Municipal Code of the Village of Colfax, McLean County, Illinois, as follows:
"12.071 GARBAGE PICKUP FEES. (a) For each residence, apartment unit, or mobile home unit located within the corporate limits of the Village of Colfax and for each residence, apartment unit, or mobile home unit located outside the corporate limits of the Village of Colfax which is served by and billed for Village water services, the garbage pickup fee shall be $9.91 per month for one garbage pickup per week and $9.91 per month for each additional pickup per week."
SECTION 2. That this Ordinance, due to urgency, shall be in full force and effect from and after its passage and approval, in booklet (pamphlet) form, according to the laws of the State of Illinois

WHEREAS, on May 1, 2006, at a regular meeting of the Board of Trustees of the Village of Colfax, the President and the Board of Trustees of the Village of Colfax passed, approved and published the 2006-2007 AppropriatIon Ordinance for the Village of Colfax, McLean County, Illinois, wherein under the category of �Administration" $2,000.00 was allotted for �Village Hall-- Maintenance" and $1,000.00 was budgeted for �Special Events, Donations, Bonuses
WHEREAS, the President and the Board of Trustees of the Village of Coifax have previously authorized by ordinance that the Eastern McLean County Ambulance Association be allowed to use and occupy the Old Village Flail with the Eastern McLean County Ambulance Association Incurring and paying for all utilities, repairs and maintenance of the Old Village Hall;
WHEREAS, the President and the Board of Trustees of the Village of Colfax have determined that It is unnecessary to appropriate funds for the Old Village Hall for the 2006-2007 fiscal year as set forth above for Village Hall-- Maintenance ($2,000.00) and that the 2006-2007 Appropriation Ordinance should be amended so that the said funds should be appropriated in the following manner: $2,000.00 to the' Special Events, Donations, Bonus" category; and
WHEREAS, the President and the Board of Trustees of the Village of Colfax have determined that It Is a matter of urgency that this ordInance be made effective Immediately for the health and safety of Its citizens.
Be It Ordained by the President and the Board of Trustees of the Village of Colfax, McLean County, Illinois as follows: Section 1: Amendment of "Part X, Administration" of the 2006-2007 Appropriation�Ordinance: That �Part X, Administration" of the 2006-2007 Appropriation Ordinance Is hereby amended by deleting the provisions categorized as �Village Hall--Maintenance $2,000.00" and by appropriating an additional $2,000.00 to the category Speclal Events, Donations, Bonuses" for a total appropriation to Special Events, Donations, Bonuses" of $3,000.00.

I further ceritfy that on June 5, 2006, the Corporate Authorities of such municipality passed and approved Ordinance No. 2006-05entitled "AN ORDINANCE RESCINDING AND REPLACING SECTION 12.07 1 OF CHAPTER 12 OF THE MUNICIPAL CODE OF THE VILLAGE OF COLFAX McLEAN COUNTY ILLINOIS which provided by its terms that it should be published in pamphlet form.
The pamphlet form of Ordinance No. 2006-05 including the Ordinance and a cover sheet thereot was prepared, and a copy of such Ordinance was posted in the municipal build commencing on June 2, 2006, and continuing for at least ten days thereafter. Copies of such Ordinance were also available for public inspection upon request in the office of the municipal clerk.

AN ORDINANCE AMENDING THE 2006-2007 APPROPRIATION ORDINANCE FOR THE VILLAGE OF COLFAX.�McLEAN COUNTY, ILLINOIS

ORDINANCE NO. 2006-6
WHEREAS, on May 1, 2006, at a regular meeting of the Board of Trustees of the Village of Colfax, the President and the Board of Trustees of the Village of Colfax passed, approved and published the 2006-2007 AppropriatIon Ordinance for the Village of Colfax, McLean County, Illinois, wherein under the category of �Administration" $2,000.00 was allotted for �Village Hall-- Maintenance" and $1,000.00 was budgeted for �Special Events, Donations, Bonuses
WHEREAS, the President and the Board of Trustees of the Village of Coifax have previously authorized by ordinance that the Eastern McLean County Ambulance Association be allowed to use and occupy the Old Village Flail with the Eastern McLean County Ambulance Association Incurring and paying for all utilities, repairs and maintenance of the Old Village Hall;
WHEREAS, the President and the Board of Trustees of the Village of Colfax have determined that It is unnecessary to appropriate funds for the Old Village Hall for the 2006-2007 fiscal year as set forth above for Village Hall-- Maintenance ($2,000.00) and that the 2006-2007 Appropriation Ordinance should be amended so that the said funds should be appropriated in the following manner: $2,000.00 to the' Special Events, Donations, Bonus" category; and
WHEREAS, the President and the Board of Trustees of the Village of Colfax have determined that It Is a matter of urgency that this ordInance be made effective Immediately for the health and safety of Its citizens.
Be It Ordained by the President and the Board of Trustees of the Village of Colfax, McLean County, Illinois as follows: Section 1: Amendment of "Part X, Administration" of the 2006-2007 Appropriation�Ordinance: That �Part X, Administration" of the 2006-2007 Appropriation Ordinance Is hereby amended by deleting the provisions categorized as �Village Hall--Maintenance $2,000.00" and by appropriating an additional $2,000.00 to the category Speclal Events, Donations, Bonuses" for a total appropriation to Special Events, Donations, Bonuses" of $3,000.00.
Section 2. Full Force and Effect of Ordinance Except as amended by Section 1 above, the 2006-2007 Appropriation Ordinance as passed, approved and published on May 1, 2006 shall remain in full force and effect.
Sect 3. Severability If any provision of this Ordinance, or the application of any provision of this Ordinance, is held unconstitutional or otherwise Invalid, suth occurrence shall not affect other provisions of this Ordinance, or
their application, that can be given effect without the unconstitutional or invalid provision or its application. Each unconstitutional or Invalid provision, or application of such provision, is severable, unless otherwise provided by this Ordinance.
Section 4. Effective Date. That this Ordinance, due to urgency, shall be in full force and effect from and after Its passage and approval, In booklet (pamphlet) form, according to the laws of the State of Illinois.
