SEPTEMBER, 2017 BOARD MEETING NMINUTES
The regular monthly meeting of the Village Board of Colfax was called to order on Tuesday evening, September 5, 2017 at 7:00 p.m. by Mayor Lonnie Meiner.
Trustees present were:
David Rathke - Aye
Jason Pierce - Aye
Carol Stephenson - Aye
Vincent Beck - Aye
Trustees absent were Rick Vance and Jason Wagoner.
Also present were Village Treasurer Linda Hanson; Village Attorney Steven Mann; Police Chief Michael Scott; Superintendent of Public Works Brian Hereford.
Trustee Vincent Beck made a motion to dispense the reading of the minutes for the regular monthly meeting and special meeting and approve as presented. Trustee Carol Stephenson seconded the motion. Vote: Rick Vance-Absent; David Rathke-Aye; Jason Pierce-Aye; Carol Stephenson-Aye; Jason Wagoner-absent; Vincent Beck-Aye; Motion carried.
Village Treasurer Linda Hanson gave the Treasure's Report for the month of August, 2017.
Beginning Balance as of August 1,2017 $239,579.67
Ending Balance as of August 30,2017 $241,044.40
Increase for the month of August, 2017 $ 1,464.73
Trustee Jason Pierce made a motion to pay the bills as presented. Trustee David Rathke seconded the motion. Vote: Rick Vance-Absent; David Rathke-Aye; Jason Pierce-Aye; Carol Stephenson -Aye; Jason Wagoner-Absent; Vincent Beck-Aye; Motion carried.
Trustee Jason Pierce, Chairman of the Finance and Audit Committee, had nothing to report at this time.
Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, reported that the Activity Report for the month of August, 2017 is in your folders. Police Chief Michael Scott reported on the ordinances he found online from other towns regarding camper/trailers/RV's.
Trustee David Rathke, Chairman of the Water and Sewer Committee, asked Superintendent Brian Hereford if he had anything. Brian reported that he has one bid for the By-Pass Valve Project at the Water Plant and is waiting for another bid.
Trustee Rick Vance, Chairman of the Streets and Lights Committee was absent. Brian reported that Rick Carden of AMZ Road Repair is going to do some patching on High and Olive Streets.
Mayor Lonnie Meiner asked Village Attorney Steven Mann if the Village needs to have something signed for a waiver in case someone should get hurt Saturday at the Restoration event. Steve stated that if it is not directly connected to the Village of Colfax would just let lie.
Lonnie asked Steve regarding the Unsafe Building Act - Steve stated you have to give fifteen (15) days notice. If it goes to court the Judge determines what needs to be done. The Village will need a Structural Engineer to give written notice.
Lonnie reported that he has asked Susie Norton to act on the Village's behalf regarding the Catholic Parish Hall sale. He reported that it is too good of an offer to pass up. The Village put in an offer of $35,000 and Susie sent to the Diocese.
Lonnie stated that he temporarily formed a committee to operate the Community Center. The Village will need a resolution to pursue the purchase of the Parish Hall.
Trustee Jason Pierce made a motion to approve a resolution that is in the best interest of the Village of Colfax to pursue the purchase of the Catholic Parish Hall. Trustee Carol Stephenson seconded the motion. Rick Vance - Absent; David Rathke-Aye; Carol Stephenson -Aye; Jason Wagoner-Absent; Vincent Beck-Aye; Motion carried.
Mayor Lonnie Meiner stated that the Colfax Restoration Project wants to do a total cleaning of Main and Center Streets.
Lonnie reported on the FEMA Flood Plain. The Village of Colfax's Main Street is in a flood plain. The Village can't back out of FEMA without compromising homeowners' that have home loans. Paul Ossmen, Illinois Department of Natural Resources representative, offered to come to the Village to speak with the Board regarding this. There is a letter of Amendment and Applications that the Village can file with FEMA to see about getting the parameters of the map changed. The Village would have to hire a Civil Engineer to go out and do a survey and assessment of this.
Lonnie spoke with Brian regarding the Village purchasing of a Street Vacuum. Brian stated this could be used for cleaning Main and Center Streets and also for picking up leaves in the fall. The cost would be around $6,000 to $7,000. The Board gave Brian permission to pursue this.
Trustee Jaon Pierce made a motion to adjourn. The Trustee david Rathke seconded the motion. Vote: Rick Vance-Absent; DavidRathke -Aye; Jason Pierce-Aye; Carol Stephenson-Aye; Jason Wagoner-Absent; Vincent Beck-Aye; Motion carried.
