          The regular monthly meeting of the Village Board of Colfax was called to order by Mayor Ricardo Onken at 7:00 p.m. on Monday, March 3, 2008.

 

          Trustees present were:

 

                    Donna Poppe                 -          Aye

                    Dennis Farney                -          Aye

                    Bruce Green                    -          Aye

                    Carol Stephenson            -          Aye

                    Lonnie Meiner                -          Aye

                    Rick Wagoner                -          Aye

 

Also present were Village Atttorney Tom Shields, Village Treasurer Linda Hanson, Superintendent of Public Works Damon Getty, Police Chief Mike Scott.

 

          Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented.  Trustee Bruce Green seconded the motion.  Vote:  Donna Poppe - Aye; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

 

          Village Treasurer Linda Hanson gave the Treasurer's Report for the month of February, 2008.

          Beginning Balance as of 02/01/08                          $100,343.88

          Ending Balance as of 02/29/08                               $  76,791.33

                    Decrease in February                                  ($  23,552.55)

 

          Trustee Dennis Farney made a motion to pay the bills as presented.  Trustee Donna Poppe seconded the motion.  Vote:  Donna Poppe - Aye; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

 

          Trustee Lonnie Meiner, Chairman of the Finance and Audit Committee, had nothing to report except that work has started on the budget for the fiscal year 2008-09.

 

 

          Chairwoman of the Police and Liquor Committee, Trustee Carol Stephenson reported on the Police Department's activities for the month of February, 2008.

 

          Carol reported that significant progress has been made at the A W building being torn down.  The building is pretty much down although work on the back wall and cleanup remains to be done. 

 

          Carol reported that work is being done on the property code but help is needed. 

 

          Mayor Ric Onken reported in reference to the property/zoning codes Ric would like for the Board to get involved somehow and he is going to talk to Gail Ritchie and the Zoning Board to get them involved also.  Rick Wagoner asked if another meeting has been scheduled.  Ric Onken asked if there was anything concrete as a draft.  Mike reported receiving the International Maintenance Code book.  Mike feels that this will give us a reference and this book comes with a commentary and explains what everything is.

 

          Village Clerk Nancy Kiper stated that we can sit and go through it but as far as approving anything the Board has to do that and needs to decide what is right for our community.  Mike stated when it comes to deciding what is right if where we need more involvement.  Rick Wagoner stated that when you get a date to let him know and he can be here.  Ric Onken would like for the Zoning Board to get involved too.

 

          Rick Wagoner asked Village Attorney Tom Shields if there is a problem if to many board members show up.  Tom stated that three is a quorum.  Could get around this by setting up a Committee meeting and getting around it.  Tom stated that would be the best thing to do.

 

          Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, reported nothing new.  Ric Onken stated that Ed Duran called and wanted to get a Water and Sewer Committee meeting done before the next meeting. 

 

 

 

 

          Chairman of the Streets and Lights Committee, Trustee Dennis Farney stated he talked to Mark Lobdell and he's not interested in selling and Dennis stated he doesn't really want the Village to put a tile through  the property.  Mark would like for us to draft up what the Village wants to do.  Mark is wondering if the tile would be in the way of where a house might go in the future.  Dennis stated that he was told there was seven (7) acres but Mark told Dennis there is only 2.2 acres of property.  Dennis stated he told him there is a drainage issue that does lie on his property.  Dennis is trying to figure out how to route the tile so it wouldn't be a burden and try to get it sent to him.   

 

          Rick Wagoner asked if there could be a tile run to the West along the edge of the road and out to Winget Drive.  Carol stated that a lot of the properties along there are hooked on there and run straight to the Mackinaw and they don't even have to have a sump pump.

 

          Damon reported that there are water mains and sewer mains on both sides of that road.

 

          Next on the agenda was the Agreement between the Village of Colfax and Ridgeview School.  Village Attorney Tom Shields explained this Agreement and Ordinance and that Village Engineer and himself have gone over all of this.  The easement will follow the sewer line. 

 

          Trustee Rick Wagoner made a motion to approve the Agreement for Easement between the Village of Colfax and the Ridgeview School District #19 as per the Agreement approved by the School.  Trustee Lonnie Meiner seconded the motion.  Vote:  Donna Poppe - Aye; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

 

          Tom Shields explained the next item is for the Ordinance #2008-01 which is actually vacating Brook Street and the Alley to allow the School to go ahead and make their improvements as far as the parking lots.

 

          Trustee Rick Wagoner made a motion to approve Ordinance 2008-01 as drafted.  Trustee Lonnie Meiner seconded the motion.  Vote:  Donna Poppe - Aye; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - aye; Motion carried.

          Next on the agenda was the Agreement between the Village of Colfax and Octavia Park District.

 

          Ric Onken addressed the Board regarding the changes to the Original Agreement.  The biggest changes are for the times of inspections.  Ric reported that they felt since the original inspections were never followed the Village needed something in this agreement the could be and would be followed or there is no since in having anything.  The Agreement was changed to reflect the change.  Ric asked the Board if Octavia Park District should cover all costs.  The consensus of the Board was that the Park District cover all costs.

 

          Trustee Dennis Farney made a motion to approve the Intergovernmental Agreement between the Village of Colfax and Octavia Park District with inspections once per year and with Octavia Park District covering all costs.  Trustee Donna Poppe seconded the motion.  Vote:  Donna Poppe - Aye; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

 

          Ric reported receiving information from SHOW BUS asking for a donation.  Ric asked the opinion of the Board as to whether we want to donate to them.  Trustee Donna Poppe feels this is a good program and it's good for the elderly who's family is not here to take them places. 

 

          Trustee Donna Poppe made a motion to donate $500.00 to the SHOW BUS.  Trustee Bruce Green seconded the motion.  Vote:  Donna Poppe - Aye; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

 

          Next was a discussion whether to donate to the After Prom Committee.  Dennis reported that since last year the Board didn't donate to a ball team we shouldn't donate to this.  It was the consensus of the Board not to donate.

 

          Mayor Ric Onken reminded the Board that evaluations will be due next month.  The appropriate committees should get with your individual employees and try to have the evaluations done by next month.

 

          Ric reported receiving a thank you card from the Family of Dorothy Wagoner.

 

          Ric stated he is trying to get a meeting set up this month with the business people and McLean County Economic Development.  Ric would like the members of the Board to be there.  Ric will let them know the date and time.  Ric asked Lonnie about getting Rural Development here also. 

 

          Trustee Carol Stephenson address the issue of a community wide cleanup.  She feels we had better results when we had a designated date for cleanup and people could put their junk out.  She would like the Village to go back to that.  Ric Onken asked when we had that the garbage people would pickup some, Andy would pickup the whites but wondering about the construction material.  Ric stated he doesn't see a problem if that's what the Board wants to do.    Village Clerk Nancy Kiper reported that American Disposal doesn't want that because they literally had four (4) or five (5) trucks filled with stuff and that is why they want it put out during the year.  Rick Wagoner stated one of the problems we run into is that they charged us for extra trucks coming out here.  Carol asked why it couldn't be more than one weekend.  Nancy reported they will still only come out here on Monday.  Damon stated they can put it out all year round.  Rick stated there is a snag because we get charged extra.  Rick stated that they are limited to what their trucks can hold and then it will just sit until the next week.  Nancy will contact American Disposal and see what if we can work something out.  Nancy stated that sometimes if they can't get everything on Monday, they swing back through on Tuesday after they pick Cooksville up.

 

          Carol stated the point is trying to get people to clean up their property. 

 

          Helen Williams asked if we are ever going to have another newsletter.  Ric stated that is the purpose of  the website so we can get the information on that.  Helen stated not all people have a computer.
