The regular monthly meeting was called to order on Tuesday evening, July 6, 2021 at 7:00 p.m. by Mayor Larry Dodds.

Trustees present were:

• Charles Morefield - Aye
• David Rathke - Absent
• Benjamin Thackeray -Absent
• Carol Stephenson - Aye
• Janice Edwards -Aye
• Vincent Beck - Aye
Also present were Superintendent of Maintenance Josh Hereford and Police Chief Ritchie Cooper. Village Treasurer Connie Gossmeyer was absent.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield-Aye, David 13 Aye. Motion carried.

Mayor Larry Dodds gave the Treasurer’s Report for the month of June 2021 due to the absence of Village Treasurer Connie Gossmeyer.

Beginning Balance $369,762.48
Ending Balance $425,258.49
Increase for the month of June 2021 $ 69,496.01

Trustee Vincent Beck made a motion to approve the Treasurer’s Report for the month of June 2021. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.

Trustee Carol Stephenson made a motion to pay the bills as presented. Trustee Vincent Beck seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.

Public Comments-Items on the agenda.

There were no public comments.

First special report was given by Police Chief Ritchie Cooper. Ritchie reports that reports were made for violation of Order of Protection. The Colfax PD assisted with an accident/DUI. During June, there were 2 citations issued and 1 written warning. Ritchie reported he received several complaints about fireworks this year.

Next special report was given by Superintendent of Maintenance Josh Hereford. Josh reports Martin delivered a X-Mark 60” Zero Turn Mower for demo. Josh demoed mower and decided to purchase. Josh reported the lift station flooded on 6/26/2021. The pumps struggled to keep up. Several areas for spray patching were marked. The wells passed the EPA testing after the maintenance. Josh reports there is an estimate included for a chlorine gas detector. The estimate is $2,544.00. This is a requirement by the EPA. Josh also stated that the City of Chenoa has a leaf vac/trailer for sale at a cost of $4,500.00. The purchase will be discussed later in the meeting.

Mayor Larry Dodds have the final special report. Mayor Larry Dodds reports the Village has received 3 property tax distributions since the last Board of Trustees Meeting. The bids for the street resurfacing project are due by July 12, 2021. Included in the Mayor’s Report is a summary of revenue for the month of June 2021.

Finance and Audit Committee Chairman, David Rathke, was absent.

Police and Liquor Committee Chairman, Carol Stephenson, has nothing to report at this time.

Water and Sewer Committee Chairman, Charles Morefield, has nothing to report at this time.

Streets and Lights Committee Chairman, Benjamin Thackeray, was absent.

Maintenance Equipment and Vehicle Chairman, Vincent Beck, has nothing to report at this time.

First item of old business was the continued discussion and consideration of quotes for the dredging of the drainage ditch that runs through the Village of Colfax.
Trustee Vincent Beck made a motion to accept the quote of $6,400.00 from Beitz Trucking and Excavating for the dredging of the drainage ditch that runs through the Village of Colfax. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield-No, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.

Next item on the agenda was the report from Sarah Gassaway of Kickapoo Drilling Company for the maintenance and inspection of Wells #3 and #4. Sarah reports overall the wells looked really good. Sarah reported well #4 has problems with iron. She recommends rechecking for iron buildup in well #4 in about 3- 5 years.

First item on new business was the consideration of the quotes for the patching of the existing resurfacing streets and the streets to be resurfaced.
Trustee Vincent Beck made a motion to award the contract to Ace in the Hole for the spray patching of the Village Streets. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.

Next item on the agenda was the discussion and review of Ordinance No. 2021-08, An Ordinance Amending Chapter 12.07 of the Municipal Code of the Village of Colfax, McLean County, Illinois Regarding Garbage and Refuse. Mayor Larry Dodds said this Ordinance pertains to garbage disposed in the village dumpster. This Ordinance will be on the agenda is August for passage.

Next on the agenda was the discussion and review of Ordinance No. 2021-09, An Ordinance Amending the Zoning Ordinance of the Municipal Code of the Village of Colfax, McLean County, Illinois Regarding Parking and Storage of Recreational Vehicles and Farm Equipment. Mayor Larry Dodds said the Zoning Board of Appeals with review and make their recommendation on this Ordinance at their meeting on August 2, 2021 at 6:00 p.m.

Next on the agenda was the discussion and action related to the Illinois Liquor Control Commission Guidance for Public Act 102-0008 Hospitality Vaccination Incentive.

Trustee Vincent Beck made a motion to waive out of the Illinois Liquor Commission Guidance for Public Act 102-0008 Hospitality Vaccination Incentive. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.

Mayor Larry Dodds reports that there will be a Village of Colfax Zoning Board of Appeals hearing on August 2, 2021 at 6:00 p.m.

Next on the agenda was the approval of purchase of the leaf vacuum and trailer from the City of Chenoa for $4,500.00.

Trustee Charles Morefield made a motion to approve the purchase of the leaf vac and trailer from the City of Chenoa for $4,500.00. Trustee Vincent Beck seconded the motion. Public Comments-Items not on the agenda.

Village of Colfax resident Ed Luchs addressed the board. Ed reports he received a letter in the mail regarding donating to St. Jude Hospital that just hit home. He was here to discuss how the Village could help raise money for St. Jude. He said he has signed up to make his monthly contribution but would like to see if he could get a fundraiser going in the Village of Colfax. Peg Reynolds was in attendance and suggestion that Ed get with her to talk about fundraising for local children affected by cancer.

Trustee Carol Stephenson made a motion to adjourn. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.
