The regular monthly meeting was called to order on Monday evening, June 7, 2021 at 7:00 p.m. by Mayor Larry Dodds.

Trustees present were:
• Charles Morefield - Aye
• David Rathke - Absent
• Benjamin Thackeray - Aye
• Carol Stephenson - Aye
• Janice Edwards - Aye
• Vincent Beck - Aye

Also present were Superintendent of Maintenance Joshua Hereford; Police Chief Ritchie Cooper; Village Treasurer Connie Gossmeyer.

Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Absent, Benjamin Thackeray- Aye, Carol Stephenson- Aye, Janice Edwards- Aye, Vincent Beck-Aye. Motion carried.

Village Treasurer Connie Gossmeyer gave the Treasurer’s Report for the month of May 2021.

Beginning Balance $354,903.60
Ending Balance $369,762.48
Increase for the month of May 2021 $ 14,858.88

Trustee Carol Stephenson made a motion to approve the Treasurer’s Report for the month of May 2021. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Absent, Benjamin Thackeray- Aye, Carol Stephenson- Aye, Janice Edwards- Aye, Vincent Beck-Aye. Motion carried.

Trustee Vincent Beck made a motion to pay the bills as presented. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Absent, Benjamin Thackeray- Aye, Carol Stephenson- Aye, Janice Edwards- Aye, Vincent Beck-Aye. Motion carried.

There were no public comments.

First special report was given by Police Chief Ritchie Cooper. Ritchie stated it has been a busy month with 30 traffic stops resulting in 10 citations issued. Ritchie also stated reports were made for a case regarding domestic battery, home invasion and burglary. Ritchie stated included in the packet was an estimate from Windle Concrete to install a French drain in the Police Garage. The drain would tie into the existing plumbing and they would repour the concrete. The estimate for the work is $2,650.00. Police Chief Ritchie Cooper has a meeting with the Ridgeview School District regarding crisis planning. Ritchie stated there will be more involved meetings in the near future.

Next special report was given by Superintendent of Maintenance Joshua Hereford. Josh reported numerous problems with the lawn mower. Included in his report tonight were quotes for new lawn mowers. It was recommended by the Board of Trustees that Josh look into other options and try to demo some lawn mowers before making a decision on which one to purchase. Kickapoo Drilling Company has completed the inspection and rehabilitation of Wells #3 and #4. A full report will be available in the next few weeks. Both wells were scrubbed and flushed.

Mayor Larry Dodds reported there is an Animal Control/Zoning Report in your folders for review.

Mayor Larry Dodds reported there is an EMA Report in your folders for review. Mayor Larry Dodds reported Shane Beck has submitted a quote to have the battery box replaced on the north siren as the current box is rusting. Shane reported the box needs to be replaced within 6 months to avoid have to replace all of the batteries.

The final special report was given by Mayor Larry Dodds. Larry stated the Village of Colfax has received its first distribution of property taxes. Mayor Larry Dodds reviewed the summary of income for the month of May 2021. Mayor Larry Dodds reported that we are attempting to gain cooperation of the bank/mortgage company assigned for the maintenance of 202 E. North Street to get it mowed regularly. Mayor Larry Dodds stated the Village is awaiting the final report from Kickapoo Drilling Company on the well inspection and rehabilitation. We should have that to review at the July meeting.

Finance and Audit Committee Chairman, David Rathke, was absent.

Police and Liquor Committee Chairman, Carol Stephenson, had nothing to report at this time.

Water and Sewer Committee Chairman, Charles Morefield, had nothing to report at this time.

Streets and Lights Committee Chairman, Benjamin Thackeray, had nothing to report at this time.

Maintenance Equipment and Vehicle Chairman, Vincent Beck, had nothing to report at this time.

First item of new business was the discussion and consideration of the two bids for dredging of the drainage ditch running through town. Mayor Larry Dodds stated there were two bids for dredging the drainage ditch starting by AJ’s Collision and Repair to the park and from the end of the park through town. Bids were from Beitz Excavating for $8,400.00 and Boyle Excavating for $9,850.00. There were several concerns about dredging the ditch near AJ’s Collison due to the condition of the retaining wall. It was recommended that the Village have both companies resubmit their bids for the dredging starting after Octavia Park. Mayor Larry Dodds will reach out to both companies and the Board will review the new bids at the July meeting.
